Just go to customization, select your character, and change the underwear color under the 'Lower Body' section. Boom! Done.
All you need to do is head to the character customization menu. Once there, pick the character whose underwear you want to change, and look for the 'Color' option under the customization tabs. Choose your color and save!
Honestly, why would you want to change underwear color? But yeah, customization screen > Lower Body > Color. Easy as pie.
