Make sure the wind icon isn't red! If it is, you're sailing against the wind. Try zigzagging or waiting for a favorable breeze.
Pro tip: Use the paddle mode (press W twice) if you're stuck or need to maneuver in tight spots. Works like a charm!
You basically just need to get on the raft, put the wind at your back, and use WASD to control direction and speed. Simple as that.
