Just talk to Caroline, get a sapling, wait for it to grow, then harvest at the end of seasons. Super easy, no fuss.

To make tea leaves in Stardew Valley, first, you gotta get your hands on a tea sapling. Caroline gives you one at her 2-heart event. Plant it, and wait till it grows into a tea bush. Tea leaves can be harvested during the final week of each season except winter. Just click on the bush when it's ready, and voila, you've got yourself some fresh tea leaves!
