To make things rotate in Geometry Dash, you’ll want to use the Rotate Trigger from the editor's toolbox. First, place the Rotate Trigger where you want the rotation effect to start. Next, set the target ID to the object you wish to rotate (don't forget to assign the target ID to your object beforehand!). Finally, adjust the degrees and speed to your liking. Preview your level to see the magic happen!
