To move the raft in Valheim, interact with the rudder at the back, use the W key to go forward, S to go back, and A/D to steer. Wind direction matters, so pay attention to the sail icon!

Sail icon shows wind direction. Use W to move, A and D to steer. Slower without wind, but you'll manage!
