First, you need to weaken the city's defenses by attacking it multiple times. Once the durability is low, send your troops to occupy it!
It's all about timing! Attack a subordinate city when it's lightly defended, and keep your strongest troops ready to swoop in for the capture.
Just keep attacking until their defenses crumble. Sometimes brute force is the best strategy!
