You can't turn off Quick Chat entirely, but you can switch to Free Chat if you're over 13. Just go to Settings, click on Data, and then select Free or Quick Chat in the Chat Type section.

To use free chat, you need to be logged into an account and be over 13. Then, go to Game Settings -> Data and select Free Chat under Chat Type.
