You can enable the overlay by going to Settings > Game Overlay, then make sure it's toggled on and you set your desired hotkey.

To open the Discord overlay, press the key combination 'Shift + `'. You can change this hotkey in Settings > Game Overlay.

Shift + ` is the default combo. Press it while in-game.
