First, you need to build a Workbench nearby, then gather 20 stone and 5 surtling cores. Open your hammer, select the smelter, and place it wherever you want to turn that raw ore into shiny ingots!

You'll need a Workbench, 20 stones, and 5 surtling cores to place a smelter. Equip your hammer, go to the crafting menu, select the smelter, and boom! Place it down and start smelting!

I've placed a smelter in my base; just gather the materials (Workbench, 20 stone, 5 surtling cores), use the hammer, and select smelter. You'll be smelting in no time!
