From my experience, you can't technically 'plant' bushes in Valheim. You can cultivate and plant other things like trees and crops with a Cultivator, though!
If you're looking to make your Viking camp prettier, focus on planting trees and crops with a Cultivator. Bushes are just foraged!
To plant bushes in Valheim, you need to gather their seeds first. Use a Cultivator (crafted using bronze), select the bush seeds from your inventory, and just plant them where you want! Easy peasy Viking squeezy!
