Easy peasy! Just clear a little patch of land on your farm by using your hoe to till the soil. Then, open your inventory, select the parsnip seeds, and click on the tilled soil to plant them. Don't forget to water them every day until they're ready to harvest in 4 days!

The trick is watering them every single day. No water, no parsnips.
