How to Put Tackle on a Rod in Stardew Valley for the Switch
Keep it simple: Upgrade to an Iridium Rod, open inventory, select tackle, and attach to rod. If it's not sticking, you're either trying to put it on the wrong rod or you're not pressing the right buttons. Always Y to apply!

First things first, make sure you've got the right kind of rod! Only the Iridium Rod allows you to attach tackle. To do this, open your inventory, pick the tackle (looks kinda like little tools or decorations) with A, and then hover over the rod and press Y. Boom! You're all set to fish with style (or at least with a bit more efficiency).
Tried to attach a tackle to my Bamboo Rod. Spoiler: doesn't work. Once I got my hands on the Iridium Rod, it was as easy as pressing Y. Fishing game: changed.
You can't. Basic and Bamboo rods don't support tackle. Only the Iridium Rod does, just a heads up in case you were trying and getting frustrated.
