Honestly, just use cloudberries. Way quicker than barley in my experience.
You can try sneaking up and dropping food, then retreating to avoid getting stomped. Worked for me!
I built a pen near a Plains biome and kept tossing barley in. It took a few days, but I got my new lox buddy!
First, get plenty of barley or cloudberries, then build a strong pen to lure them in. Be patient, and throw the food in regularly until they tame!
