Just beat the level, then rate. Simple as that. But make sure you've actually earned the right to rate; not everyone can just jump in and start rating levels.

Honestly, most people overrate levels. Be thoughtful. A level's star rating should really reflect its difficulty and creativity, not just how much you like the music or the creator.
