Actually, you CAN'T remove hay directly from the silo. You have to do it through a building with a hay hopper. This is intended game mechanics, folks.
You can't directly remove hay from the silo itself. The game doesn't work that way. You gotta use the hopper in your barn or coop to access the hay. Basically, if you have empty inventory slots, you go to the hopper and click on it, voila, hay in your inventory. Just make sure there's room for it first!
Just sell the silo, lol. Instant hay removal! But seriously, use the hay hopper in your animal buildings. That's how it's done.
