Use the rudder and move diagonally with the wind at an angle. It's slower, but it works!

You can't sail directly against the wind in Valheim. Use the oars and pretend you're fishing, it's therapeutic!

Just row your boat! Rely on the oars if you need to sail directly against the wind. It's not fast but it gets the job done.
