You can find people on Discord by entering their username and unique tag (like username#1234) into the 'Add Friends' area under the Friends tab.
Discord doesn't have a global search for users. Stick to mutual servers or ask for their specific username and tag.
From personal experience, joining communities and hitting up the member list works wonders. You get to meet the coolest people that way!
