First, you'll need to enable the server's audit log if you're an admin. This log will show all members joining and leaving. Go to Server Settings > Audit Log.

For automated notifications, use a bot like MEE6 or Dyno. These bots can send messages to a specific channel whenever someone joins or leaves.
