You just need to complete the 'Empty Garbage' task, which is located in either the Storage or O2 rooms. It's a two-step task where you empty the trash in one room and finish it in another.

You gotta go to Storage or O2 and pull the lever or push the button to empty the garbage. Just hold it until all the trash is out!
