Unfortunately, you can't turn fiber into hay in Stardew Valley. Fiber and hay are two separate items. Fiber is obtained from weeds, and hay is harvested from grass or bought from Marnie's Ranch. If you need hay for your animals, make sure to have a Silo and cut some tall grass with your scythe!

Quick correction, folks: you can't actually convert fiber into hay in the game. You'll need to gather hay by cutting grass with a scythe or purchasing it from Marnie's shop. Keep that fiber for crafting though!
