Just keep playing! Almost all characters unlock through completing different game modes. It's a grind, but worth it.

Actually, you don't need to unlock them. Just use a save file with everything unlocked.

You gotta beat the game modes like Story Battle and Arena. Most characters unlock through those. Happy fighting!
