To unlock all characters in Tekken 7 on PS4, mainly you need to play through the Story Mode. That unlocks most non-DLC characters. For any DLC characters, you'll need to purchase them from the PlayStation Store. Boss character Akuma, the final boss in the story, can be unlocked by defeating him.

Hey, I've been there. You gotta grind through the Story Mode first to get most of the base roster. Then, for DLC characters, check out the Season Passes or individual purchases on the PS Store.
