You can't unlock Azazel in Tekken 6 for regular play, unfortunately. He's only available as a boss character in the Scenario Campaign mode.

He's a boss, not a player. You face Azazel in the Scenario Campaign only. Trust me, I've tried everything to get him playable. No luck!

Sorry to burst the bubble, but Azazel isn't an unlockable character in Tekken 6. You can only fight him as a boss in story mode!
