You can unlock most characters in Tekken 7 on PS5 by playing through the story mode. For others, you might have to buy them as DLC.

Just go through the story mode, and you'll unlock key characters automatically.

I finished the game, and yep, you unlock characters in story mode. For DLC, just hit up the store.
