You can't specifically unlock Devil Kazuya as a separate character in Tekken 7. Instead, use Kazuya and transform into Devil Kazuya during the match by pressing down on both left punch and right kick (RP+RK) when in Heat Mode, or through special moves.

The game doesn't let you unlock Devil Kazuya as a stand-alone. Transform mid-fight with Kazuya by using Rage Arts or special commands.

As someone who's put in hours on Tekken 7, you transform into Devil Kazuya by using Kazuya's Rage Drive or certain moves when his health is low.
