First, you need to gather fine wood. Chop down birch and oak trees, which you can find in the Meadows biome. Then, you need to obtain Core Wood from pine trees in the Black Forest. Finally, you'll need to collect deer hide. Once you have all these materials, the fine wood bow recipe should appear in your crafting menu!

Pro tip from someone who spent way too long figuring this out: You need a bronze axe to chop those birch trees and get fine wood. So make sure you defeat Eikthyr and get to the Bronze Age first!
