Kazuya isn't a selectable character in Tekken 3. He's in the story, but you can't play him (sadly).
I remember the disappointment when I found out Kazuya wasn't playable in Tekken 3! You can find him in Tekken 2 or Tekken Tag Tournament though.
Simply put, Kazuya isn't directly unlockable in Tekken 3. But you do get to play him in other Tekken games.
