To unlock Roger in Tekken 2, you just need to complete the game with a few different characters. Finish Arcade Mode with Kazuya, Jun, or another character and you'll unlock Roger and his buddy Alex!

You gotta beat the game with a couple of different characters to unlock Roger. I recommend starting with Kazuya or Jun. Good luck!
