To unlock tailoring in Stardew Valley, you first need to find the sewing machine. Emily will give you a cutscene the first time you enter her house with a piece of Cloth in your inventory. After this cutscene, you can use the sewing machine at Emily's house to tailor clothes anytime. Just bring cloth and any secondary item to add a pattern or color to your new outfit!

All you need is a cloth. Walk into Emily's house with it, and you unlock tailoring. That's it. It's more about what you make after that's the real challenge.

Actually, I found the whole unlocking tailoring thing a bit overhyped. Just have cloth, go to Emily's. Tailoring itself is where the fun begins, experimenting with different items to create unique looks!
