To upgrade your tools in Stardew Valley, you gotta visit Clint, the town's blacksmith. Make sure you bring enough bars of the required metal (copper, iron, gold, etc.) and some gold coins. Upgrades aren't instant; you'll leave your tool with Clint and pick it up later. Start with copper for the first upgrade, then move up from there!

Just a heads up, you can't upgrade tools during tool upgrade days or when Clint is working on another one of your tools. Plan accordingly, folks!
