Don't bother with bait on the starter rod; it doesn't work. Get yourself a Fiberglass Rod or an Iridium Rod, then just drag and drop the bait onto the rod in your inventory. Easy peasy.

First things first, ya gotta have the right rod! The Bamboo Pole won't cut it. Upgrade to either the Fiberglass Rod or the Iridium Rod from Willy's Fish Shop. Once you've got that, just open your inventory, right-click the bait (or tap and hold if you're on mobile), and then click on the rod. Voila! Bait attached and you're ready to fish like a pro.

Honestly, just upgrade the rod and drag the bait to it. If you're still confused, there are tons of tutorials online.
