I had a similar issue. I updated my drivers and restarted Steam. Worked like a charm after that.

Plug in your fight pad via USB, and Tekken 7 should automatically detect it. If not, check the controller settings in Steam!
Make sure your fight pad is set up correctly in Windows settings. Go to 'Devices and Printers' and calibrate if necessary.
