Kazuya is not a playable character in Tekken 3, but he appears in the story and some ending videos. You'll have to wait until Tekken 4 to play as him again!
Fun fact: Kazuya's only in Tekken 3 through a secret appearance in Jin's ending cinematic. But you can't actually play as him.
