It's usually not dairy-free since traditional tikka masala has yogurt in the marinade and cream in the sauce. You can definitely find or make dairy-free versions using coconut milk or other alternatives.
Speaking from experience, I always sub in coconut milk and a non-dairy yogurt when I make it vegan. Tastes just as good!
