Honestly, just go with jabs (1 or 2). They're usually safe and can keep the pressure on your opponent!

For real experience, I've used Hwoarang's b+3 and it works wonders as a safe move! No punishment, just pure game control.

Safe moves are basically attacks that, when blocked, don't leave you open to getting hit back. Think of moves with minimal recovery, like Jin's b+2 or Kazumi's df+1.
