Cows in Stardew Valley chow down on fresh grass during the spring, summer, and fall months. Just let them out of the barn, and make sure there's plenty of grass outside for them. When winter hits, they switch to a diet of hay, which you can gather from cutting grass or buy from Marnie's Ranch.

They eat grass or hay, depending on the season! Make sure you've got a silo to store that hay for winter, or your cows are gonna have a moo-sery time.
