I'd say around Green Ranks (Grand Master, Brawler). You’ll have a decent understanding of the game mechanics by then.

Honestly, you can start competing at any rank! You’ll learn a lot through experience and facing diverse playstyles.
Start competing once you hit the Yellow Ranks (Initiate, Mentor). This is where players typically have a good grasp of fundamentals and some advanced techniques!
Just jump in as soon as you feel comfortable with your character's moveset. You learn way faster by competing!
