It's kinda random, but major holidays are a good bet. Think Christmas, Steam Summer Sale, etc. Sometimes the developer might drop a surprise discount, so follow their social media.

Honestly, just buy it full price. The game's worth every penny, and waiting for a sale might be more patience than you've got. Besides, supporting indie devs is cool.
