Honestly, as soon as you hit level 10 Keep and have the resources, go for that 2nd city! More cities mean more power!
In my experience, the sweet spot is right around Keep level 12. By then, you have a solid foundation and can handle the growth.
Building a 2nd city too early might stretch your resources thin. Wait until you've got a stable economy and a decent-sized army.
