The best time to upgrade your watering can in Stardew Valley is right before the season changes. Look at the weather forecast, and if it's going to rain the next day, drop it off at the blacksmith. This way, you won't miss a day of watering because it'll rain, and you can pick it up the day after without your crops suffering!

Upgrade it in winter! There's no need to water crops then, so you won't miss it. Plus, you'll be all set when spring rolls around.

Honestly, just upgrade whenever. I did mine whenever I had spare cash and it worked out fine. Sure, timing can help, but it's not like it'll ruin your game if you don't optimize perfectly.
