I've got mine from Walgreens, but you can also buy them online. Just head to the PayPal Prepaid MasterCard website.
Honestly? Go online to PayPal's site. Way easier.
I bought mine on eBay because it had some cash loaded already! Check major retail stores too if you prefer in-person.
