You snag the Mermaid Pendant from the Old Mariner. Guy hangs out on the beach, east of Elliott's cabin, but only when it’s raining. Make sure your pockets are at least 5000G heavier, 'cause that’s his price for the pendant. Oh, and yeah, you need to upgrade that farmhouse at least once and get someone to agree to marry you first. No pendant without a fiancée!

Nah, it's not just about finding the guy; timing is key! Gotta wait for a rainy day (snow works too if it's winter) AND have a fully upgraded house. Only then the Old Mariner will show his face and sell you the Mermaid Pendant.
