Mayor Lewis can most often be found in his home just south of the town square, especially in the mornings. If he's not there, he's likely at the Stardew Valley town square or making his rounds checking up on the community. Don't forget to check the Stardrop Saloon in the evenings because he likes to wind down there after a long day.
Just look for the biggest house in Pelican Town, that's where Mayor Lewis holds fort. But really, the guy gets around. Check the saloon after dark; seems he's quite the social butterfly.
He's probably avoiding you because you haven't been taking good care of your farm. Kidding! Mayor Lewis is a busy man, but you can usually catch him in his office or around town. And yes, sometimes he does enjoy a quiet evening at the saloon.
