If you're on the hunt for the mermaid's pendant to propose, the Old Mariner, who sells it, only shows up on rainy days at the beach. No rain, no mariner, no necklace. Also, you gotta have your farmhouse upgraded at least once and be at 10 hearts with someone to buy it!

The necklace in Stardew Valley you're probably looking for is for the 'Old Mariner's Necklace' quest. You can find it on the eastern side of the beach. Make sure to check there when it's raining because that's the catch - it has to be a rainy day for the Old Mariner to appear and offer you the pendant.
