Willy's the local fisherman in Stardew Valley and you can usually find him hanging out in his Fish Shop by the beach. It's at the far south end of Pelican Town. Just head south from your farm, pass through the town and keep going till you hit the docks. If he's not there, he might be out fishing near the beach or on the dock itself, especially on sunny days.
