Catfish in Stardew Valley are a bit tricky! You can catch them in the river during Spring and Fall when it’s raining. Make sure you’ve got a good fishing rod because they put up quite the fight! Also, they’re available in the Secret Woods and Witch’s Swamp, but rain is still a must.
