lol just look for the nearest sunbeam, Haley will be there basking like a cat. But seriously, check near the fountain or the beach on sunny days.

Haley's often at the beach taking photos. Found her there myself a few times!
Haley hangs out in different locations depending on the day and season. You can usually find her near the fountain in the town square or on the beach, trying to catch some sun. Check her house, too, if you can't find her outside. FYI, her house is the one next to the two-story house near the town's center.
If all fails, wait for her at her house in the morning or evening. She'll have to come home eventually, right?
