Sandy's hanging out in the Calico Desert, running the Oasis shop. It's a bit of a trek since you can't get there until you've repaired the bus by completing the Vault bundle in the Community Center or buying a Bus Ticket from JojaMart if you went the Joja route. Once you're there, just pop into the Oasis and there she'll be, ready to sell you some exotic goods!
