You can find the vendor Haldor in the Black Forest biome. Look for a bag icon on your map; that's the spot.

The vendor appears randomly in the Black Forest. Just keep exploring, and you'll bump into him eventually.

I found Haldor north of my spawn point, just keep exploring the Black Forest. He’s usually surrounded by blue runestones.
