Winter Root in Stardew Valley can be found by foraging in the Winter. You can spot them on the ground just like any other foraged item during the winter season. Also, you can dig them up using your hoe on artifact spots in winter. Another way? Defeat those Blue Slimes in the Mines; they sometimes drop Winter Roots too!

Winter Root? Just buy the Winter Seeds from the Traveling Cart and grow them. You'll get Winter Root along with other forageables from winter when they're harvested.

Dig in the snow! Seriously, just use your hoe on those wormy looking artifact spots on the ground during winter. You've got a good chance to find Winter Root among other treasures.
